TOWN MANAGER

HEBRON TAX ABATEMENT APPLICATION PERIOD NOW OPEN

Applications for property tax abatements are available to Hebron residents. There is a Town Ordinance that defers property taxes when those taxes exceed 8 percent of total household income from any source.

For example, if the total household income from any source totals $30,000, the property tax liability would be capped at $2,400. The abatement would be for any property taxes that exceeded $2,400. The abatements would apply to the upcoming tax year beginning July 1.

Under the ordinance, taxes that are abated would be repaid when a property is sold or transferred through probate. Abated taxes would accrue at an interest rate which is significantly less than what is charged for delinquent taxes (18 percent). The interest rate is currently 1.5 percent and is reviewed annually by the Board of Selectmen.

Persons who are interested in the program can request an application by calling the Town Manager’s Office. Applications will be mailed upon request. Call (860) 228-5971 for more information. The application deadline is May 31.

PLANNING AND DEVELOPMENT

Horton House staff spent some time training to use the Town’s new Building and Zoning Permit processing system OpenGov. While it comes with a significant learning curve, it is one impressive system that will improve efficiency and ease doing business in Hebron for years to come. Having tried a few different examples of similar systems, we’re hopeful that OpenGov has what it takes to last.

The Horton House family also celebrated Donna Godbout’s birthday this week. In typical fashion, our friends from the Chatham Health District used Donna’s lunchbreak to decorate. A very thoughtful surprise for a very worthy person!

TOWN CLERK

Our department continues to attend on-going zoom meetings with the State Elections Enforcement Commission to review election procedures.

Dog licensing season will soon be upon us, and we are planning accordingly.

We are collaborating with vendors to investigate secure programs that will allow us to make all archived board and commission meeting minutes available to the public with an optical recognition search feature.

The Connecticut Department of Health continues its efforts to digitized vital record registries with the recent addition of an electronic registry for current death records.

FIRE DEPARTMENT

This week the fire department responded to 20 EMS calls, 2 CO/gas calls, 1 mutual-aid standby and 1 motor vehicle accident.

PUBLIC WORKS DEPARTMENT

This week the Public Works Department began a drainage project on Hoadly Road. The road experienced severe frost heaving this past winter.  To address the issue, 900’ of underdrain is being installed beneath the roadway to relieve ground water. This area of roadway will then be reclaimed and paved. Road sweeping is continuing throughout town and should be completed next week. Borings took place and completed on Old Colchester Road at the bridge replacement project. Next the Town will meet with the State DOT to determine design criteria. Hot Patching took place on Hope Valley Road and Jan Drive.

PARKS AND RECREATION

We are seeking applicants to work as Program Leaders and Specialists for our Adventure Summer Camp.  Applicants ages 16+ with availability from the end of June – August are encouraged to apply for this fun and exciting opportunity.  Visit the Town of Hebron website to send in your application!  

Raymond Brook Grand Opening - Join us on Saturday June 4th at 9am for the official grand opening of the completed Raymond Brook Preserve. The event will be held at the new bridge that spans Raymond Brook at the Millstream section of the Preserve. After the ribbon cutting, stay to discuss future projects, and enjoy the trails.  All attendees will be given a token to present at the June 4th Hebron Farmers and Artisans Market to receive a small gift.
The Hebron Farmers and Artisans Market begins June 4th!  Markets will be held at Hebron Elementary from 9a-12p on Saturdays June 4, July 2, July 23, August 6, and August 20.  The June 18th Market will be held at Burnt Hill Park from 11a – 2p.  

Hebron Day Summer Kickoff at Burnt Hill Park is Saturday June 18th from 11a – 2p.  Come visit with local organizations, farmers, vendors, and food trucks.  There will be entertainment including a kids fun zone, live music, and a classic car show. 

The Youth Running Club is back!  Children ages 5-12 are invited to participate Wednesdays May 25-June 29 from 6p-7p at the Hebron Elementary walking track.  The Club focuses on making running fun while developing healthy habits, improving physical fitness, enhancing self-esteem, confidence, focus and energy levels.

CONSERVATION AND INLAND/WETLANDS AGENT

Effected routine sediment and erosion control adherence checks relative to previously issued permit conditions of approval.

Made regulatory jurisdiction determinations for three proposed/pending construction projects.

Assisted two residents with permit applications.

Investigated complaints registered by a resident.

Provided field guidance for a commercial parking lot expansion with drainage system installation and vegetation enhancements.

Communicated with inquirers on a footbridge replacement concept, garage placement, pool installation location and a porch addition.

Conducted a culvert integrity check relative to a proposed replacement project on the Andover / Hebron Town line. Discussed the project methodology and timetable with the Andover property owner.

Conducted a field visit to an agricultural property owner’s timber harvest operation.

Posted Conservation Easement placards at a Town-owned open space property.

Monitored ATV activity on two Town-owned open space parcels and coordinated with the Parks and Recreation Department for signage.

Monitored the Algonquin gas line and Eversource tower replacement projects.

Continued to coordinate an Environmental Review Team Study Report with the Commission’s CTRC&D (Connecticut Resource Conservation and Development Agency) counterpart, regarding an ERT Report on the Town-owned Bernstein and Hibbert preservation / recreation properties
Provided administrative and logistical support to the Conservation and Inland Wetlands Commission.

St. Peter’s Episcopal Church will hold a community dinner on Saturday, May 21st, from 4:30 to 6:30 p.m. or until sold out.  The menu will include baked stuffed chicken breast, mashed potato, gravy, stuffing, green beans, cranberry sauce, rolls, and your choice of desserts.  The cost is $14.00.  

This is a take-out only dinner, no preorders or reservations.  Servers will come to your car, take your order and payment, and bring your meal(s) back to your back seat or trunk. No need to get out of your car.
